Process
- Issue identified by the CBA-NL Executive Committee, who will serve as the standing L&LR Committee.
A L&LR issue list is managed by the CBA-NL ED, compiled from issues identified by the Executive Committee, Branch Section Chairs and individual members.
Issues selected must be legitimate and of general concern to the CBA-NL membership. - The Executive, in consultation with the relevant Branch Section Chair (if applicable), will invite a ad hoc subcommittee to be formed.
The ad hoc subcommitee will be overseen by a member of the Executive and a subcommittee chair appointed.
Any CBA member can serve on an ad hoc subcommittee, at the invitation of the Executive, Section Chair, or Execuitve member overseeing the ad hoc subcommittee. - Once the subcommittee is formed, the chair will arrange (via the CBA-NL ED), a notice of consultation to solicit opinion on the issue with the Section membership and/or the membership at large.
- Consultation responses are compiled by the CBA-NL ED and circulated to the subcommittee for review.
If sufficient feedback is not received the subcommittee is encouraged to identify members to seek feedback by individual correspondence. - Based on feedback received, the subcommittee chair will draft a discussion paper for consideration by subcommittee members.
- The subcommitee will review the discussion paper, including a voting of options (if applicable).
Subcommittee to determine who will draft the final submission. - Subcommittee members approve the final draft submission and submit to the Executive Commitee for final approval.
The submission should be passed by majority of the involved members, and their names recorded. - The Executive Committee reviews and approves the final report.
The Executive Committee votes to affirm the final submission as an official CBA-NL report and an official recommendation by the Branch.
If the issue is of public/media interest a spokesperson should be identified and approved by the Executive Committee. - Submission is sent to the relevant parties (government Ministers, departments, etc), by the CBA-NL ED.
Finaly copy is shared with the CBA-NL membership and posted to the CBA-NL website.
