19. Statements and Submissions
- All statements and submissions made by any member of any Branch Section or group of members of the Branch to any person or persons which purport to be made on behalf of the Branch or any of its Sections or Committees, must have the prior consent of the Executive Committee or Council, except for statements or submissions made in the following circumstances:
- statements and submissions made by any Section or Committee of the Branch only to its national Section Chairperson or National Committee Chairperson of the Association;
- statements and submissions made by any Section or any Committee of the Branch only to the Executive Committee or Council;
- all statements and submissions made by any Section or Committee of the Branch to the general membership at any meeting of the Branch; or
- statements and submissions made and approved in accordance with the provisions of the By-Laws of the Association dealing with resolutions by Sections.
- Where statements and submissions, other than those provided for in section 19a, purport to be made by a Section on a matter under study by Sections in more than one province or on a matter of concern to more than one province, the Council of the Branch or the Executive Committee, as the case may be, shall, prior to consenting to the making of such statement consult with the National Chair of the Section or Sections concerned.
- Where statements are made on behalf of a Section or a committee or the Branch, the statement must, to the satisfaction of the President or Vice-President, represent the views of a majority of members of the Section or committee or the Branch, and the statement shall clearly state that it represents the views of the particular group on whose behalf the statement is made.
