12. Special Committees

1. Council may appoint any special committees that are necessary or desirable and may disband any special committee it has appointed.
2. Council shall appoint the Chair of each special committee established by it.
3. Council may fill any vacancies on any special committee as they occur.
4. Council may, by resolution, delegate any authority granted pursuant to the above to the Executive Committee or to the President.
